Custom railing for Alamo estates, Blackhawk and Diablo

Most of our custom railing in Alamo goes onto large single-family lots: 93% of homes in this community of about 15,300 people are detached houses, roughly 31% were built before 1970, and another 25% date from the 1970s. That means a lot of original wood deck rails on ranch homes, iron entry rails that have rusted at the base, and long glass or cable runs on decks that look across at Mt. Diablo.

Round Hill Country Club, whose course opened around 1960, anchors one of the established estate areas. West Alamo climbs toward the 5,342-acre Las Trampas Regional Wilderness, and the east side reaches Hap Magee Ranch Park, which Alamo shares with Danville.

Blackhawk (94506) is gated, built from 1979 into the early 1990s, with 81% of its homes from those two decades and HOA dues that pay for 24-hour security. Diablo (94528) has been its own census-designated place since 2000 and has had a community services district since 1969. Like Alamo, which voted down incorporation in March 2009, both are unincorporated.

Permits: Contra Costa County Department of Conservation & Development

In Alamo, you go through the County, not a city. Building permits for Alamo, Blackhawk and Diablo come from the Department of Conservation & Development at 30 Muir Road in Martinez; the Application & Permit Center is at 925-655-2700. Everything is filed through the County's ePermits Center, and it is digital-only. Paper submittals ended when the Lamorinda office closed on March 1, 2023.

The County's deck exemption has four conditions, and you must meet all of them: 200 square feet or less, no more than 30 inches above grade, detached from the house, and not serving the exit door. Fail one and a permit is required, which covers most raised decks and their guards on Alamo's sloping lots.

The Alamo Municipal Advisory Council meets at the Alamo Women's Club, 1401 Danville Blvd, and advises the County on local matters, but your plans still go to Martinez. We draw the railing details and upload them through ePermits, so you are not learning a county portal for one project.

Gated HOAs and State Responsibility Area fire zones

In Blackhawk, the HOA usually signs off before the County sees anything. Many HOAs require architectural review of exterior changes, so we assemble elevations, a finish sample and hardware details for the committee, then file with the County once you have approval. Diablo owners should check with their own community bodies the same way.

Fire mapping is where these communities differ most from nearby cities. Diablo and the west Alamo hills are mapped High in the State Responsibility Area (SRA), Las Trampas Wilderness is SRA Very High, and there is a Very High local-area pocket on Blackhawk's north side. San Ramon Valley Fire Protection District serves all three.

In SRA zones, Chapter 7A, now part of the California Wildland-Urban Interface Code (Title 24, Part 7), applies to new homes, so a new build in Diablo or the west hills will have its deck and railing materials checked against it. Rail replacements on existing homes are generally exempt, yet we still steer these lots toward steel, aluminum or tempered glass. Look up your parcel at osfm.fire.ca.gov/fhsz and confirm with the County.

What custom railing costs in Alamo

Alamo projects tend to land in the upper half of each range. Runs are long on big lots, many decks sit high above sloped yards, and estate owners often choose glass or hand-forged iron.

  • Glass railing: $150–$600 per linear foot installed, the premium tier.
  • Cable railing: $75–$260 per foot; a 50-foot deck averages near $9,000, within a typical $3,750–$13,000 span.
  • Hand-forged iron: $300–$900 per foot, while standard ornamental iron runs $65–$135.
  • Powder-coated aluminum: $50–$200 per foot, the lighter and lower-cost metal.

Corners and turns add 20–30%. Permits commonly fall around $50–$500, though the County sets its own fees. We price every Alamo job after a free on-site estimate; call (925) 438-6219.

Glass Railings

Laminated or tempered panels on spigots or a base shoe for decks that face Mt. Diablo or the Round Hill fairways.

Cable Railings

1/8 to 3/16 inch stainless cable with posts near 4 feet on center: an open view rail that is also noncombustible.

Wrought Iron Railings

Hand-forged entry and balcony iron for estate homes, made to match existing gates or ironwork.

FAQ

Questions, Answered

Straight answers on cost, code, permits and materials. Still unsure? Call and ask.

Can I submit paper plans for an Alamo railing permit?

No. Contra Costa County's ePermits Center is digital-only, and paper submittals stopped when the Lamorinda office closed on March 1, 2023. Applications for Alamo, Blackhawk and Diablo are reviewed by the Department of Conservation & Development at 30 Muir Road in Martinez, reachable at 925-655-2700. We prepare the railing drawings as PDFs and can upload them for you.

Does a low deck railing in Alamo need a County permit?

Only a deck that passes every part of the County's test skips the permit: 200 square feet or smaller, 30 inches or less above grade, detached from the house, and not serving the exit door. Most Alamo decks are attached or sit higher on a sloped yard, so they need one. We measure height above grade at the estimate and tell you which side of the line you are on.

Does Chapter 7A apply to my railing in Diablo or the west Alamo hills?

Those areas are mapped High in the State Responsibility Area, and Chapter 7A applies to new homes there. If you are building new, expect your deck and railing materials to be reviewed against it. Replacing a rail on an existing house is generally exempt, but confirm with the County. We favor steel, aluminum and tempered glass on these lots because none of them burn.

Do I need Blackhawk HOA approval before applying to the County?

In most cases you should get it first. Many HOAs require architectural review of exterior changes, including railing color and style, and reworking County drawings after a denial wastes weeks. Check your CC&Rs or ask the management office for the process. We put together elevations, a finish sample and hardware details for the committee, then file with the County once you are approved.
