Railing Repair & SB 721 Corrections in San Ramon

We handle railing repair and SB 721 balcony corrections in San Ramon for apartment owners, HOAs and homeowners who need a loose, rusted or failed railing made safe again. Plenty of fabricators only quote new work. We repair, because one bad post should not cost you a whole railing.

We weld, re-anchor, replace balusters and re-coat. When repair is not the honest answer, we say so. Have an inspection report? Call (925) 438-6219 and we will start from it.

SB 721, SB 326 and Code Compliance

SB 721 (Health and Safety Code §17973) covers buildings with three or more multifamily rental units. It requires inspection of elevated elements, including balconies, decks, stairways, walkways and their guardrails and handrails, that sit more than 6 feet above grade and are exposed to weather. AB 2579 pushed the first-inspection deadline to January 1, 2026, and that date has now passed. Owners who have not inspected are behind, and re-inspection repeats every 6 years.

San Ramon's California Balcony Laws page spells out the follow-through: conditions posing an immediate hazard go to the Chief Building Official within 15 days, and owners must apply for a repair permit within 120 days of the report.

SB 326 (Civil Code §5551) is the HOA and condo version. It covers wood-supported elevated elements on a 9-year cycle, with the first deadline January 1, 2025. Read our full SB 721 inspection guide for the Tri-Valley.

Repair or Replace? A Quick Comparison

ProblemUsually a repairUsually a replacement
Loose postSound framing: re-anchor and through-boltRotted rim or slab damage along the run
Rust at post basesSurface or localized: cut out, weld, re-coatSection loss throughout the railing
Broken weldClean steel: grind and re-weldRepeated failures from poor original design
Loose or missing balustersWeld or replace to matchMost balusters loose or rusted through
Faded or chalky finishStrip, prime and re-coatRarely a reason to replace
Rail under 42 inches or gaps over 4 inchesSometimes add a top cap or infillOften, when the rail is rebuilt

A key caveat: many building departments treat replacing more than about half of an existing guard as a new installation that must meet current code, including 42-inch height and the 4-inch sphere rule. Confirm with your local building division before deciding. In San Ramon, that is the Building Division at City Hall, (925) 973-2580.

Built for San Ramon Valley Conditions

Railing damage here follows a pattern: winter rain pools at post bases, long dry summers crack paint, and bolts loosen as framing shrinks and swells. Near the Calaveras Fault, an already-loose connection is the one most likely to fail in shaking.

Census ACS figures put about 19% of San Ramon's housing units (roughly 5,900) in buildings of five or more units, Pleasanton near 19.7%, Dublin near 25.5% and Walnut Creek near 38%. Those counts start at five units, and SB 721 reaches down to three. Walnut Creek's Rossmoor Mutuals are Davis-Stirling communities under SB 326.

Railing Repair Cost and Pricing Factors

ScopeHow it is priced
Weld repair or re-anchoring a few postsQuoted after inspection; usually a fraction of replacement
Re-coatingPer linear foot, driven by prep and rust removal
Partial or full replacement, iron$65–$135 per foot installed
Partial or full replacement, aluminum$50–$200 per foot installed
PermitsAbout $50–$500

Framing or concrete damage under the rail, access on upper floors, and the number of units in an SB 721 scope all affect the total. We price repairs honestly after seeing them; call (925) 438-6219 for a free assessment.

Why Choose Us for Railing Repair

We actually do repairs

Many shops in the area build new railings and pass on repair calls. We take them. Our welders and installers fix loose posts, rusted bases, broken welds and missing balusters, and we only recommend replacement when the railing or the framing behind it is too far gone. You get a written scope that separates safety items from cosmetic ones, so you can decide what to fix now.

We work from your inspection report

When an SB 721 or SB 326 inspector flags guardrails or handrails, we turn the report into a repair plan with details the building department can review. We track the deadlines that apply in your city, such as San Ramon's 120-day window to apply for a repair permit, and document the finished work with photos for your files, your board and the follow-up inspection.

Replacement only when it is honest

If a rail is rusted through or replacing most of it would trigger current code anyway, we explain why and quote a new railing checked against the 42-inch guard rule and 4-inch sphere before fabrication. Because we fabricate in our own shop as a licensed and insured crew, repair and replacement pricing come from the same people, with no reason to steer you toward the bigger job.

FAQ

Questions, Answered

Straight answers on cost, code, permits and materials. Still unsure? Call and ask.

Does SB 721 apply to my building?

SB 721 applies to buildings with three or more multifamily rental units that have balconies, decks, stairways, walkways or similar elevated elements more than 6 feet above grade, including their guardrails and handrails. Condo and HOA buildings generally fall under SB 326 instead. An inspector or attorney can confirm which law applies; we handle the railing repairs either way.

The January 1, 2026 SB 721 deadline passed. What should I do?

Schedule the inspection now; waiting only adds exposure. Once you have the report, act on any immediate-hazard items first. San Ramon's guidance says those go to the Chief Building Official within 15 days, and repair permits should be applied for within 120 days. We can price railing repairs directly from the report and help prepare the permit details.

Can a wobbly railing be repaired instead of replaced?

Often, yes. Most wobble comes from a loosened post connection, not a failed railing. If the framing or concrete is sound, we re-anchor with through-bolts, added blocking or grouted bases and re-weld any cracked joints. If the wood under the post is rotted, that has to be fixed first. We show you what we find before recommending anything.

Will repairing my railing force me to bring it up to current code?

Small repairs usually do not. Larger work can: many departments treat replacing more than about half of an existing guard as a new installation that must meet current rules, including 42-inch height and 4-inch openings. Policies vary, so we confirm with your local building division before work starts and include the answer in your written scope.

Do you handle SB 326 railing repairs for HOAs?

Yes. SB 326 requires associations to inspect wood-supported elevated elements on a 9-year cycle. When the inspection flags guardrails or handrails, we provide the board with a scope, pricing per building or per unit, and details for any permit. We schedule work to limit disruption to residents and document each completed repair for association records.
